Locally Queued

It means one of two things, either you are trying to download more files that you have set as your limit or you are trying to download more files from one user than you have set as your limit.

Either one of these are easy to change. However, be advised that many people run add-ons such as MxMonitor that automatically ignore people that flood their queue (Queue up many items on one person). So I would not advise setting up Max Number of downloads per user above 2 or 3. It doesn't make sense to queue up so much on a single user anyway. Since finding other people with the files you want would increase the likelihood of you downloading them quicker.

The only time this could be ignored is when you know the person you are getting the files from, and you know they won't mind. Then you can right click the locally queued files and choose to start transfer manually.

And the number is your place in line....Just remember the Search for Alternates and Retry Find Sources too, look for other users that may have faster connections..or even better, no queue to wait in. Good Luck.
